Some European parliaments recognized the Palestinian state. Is this helping to resolve the conflict?

No, we think that it is going to do exactly the opposite because it creates with the Palestinians the illusion that such recognitions replace negotiation with Israel. And this is something we tell you openly, we tell also the Palestinians: the only way to move forward between Israel and the Palestinians is by direct negotiations and not by unilateral declarations of this or that Parliament. This is not useful.

Unele parlamente din Europa au recunoscut statul palestinian. Ajută acest lucru la soluţionarea conflictului?

Nu! Noi credem ca asta determina exact opusul deoarece le creeaza palestinienilor iluzia ca asemenea recunoasteri inlocuiesc negocierile cu Israelul. Iti spun deschis ceea ce  noi le spunem si palestinienilor: singura cale intre Israel si palestinieni este prin negocieri directe si nu prin declaratiile unilaterale ale unui parlament sau altuia. Nu aduce niciun folos.

In some European countries there are important Muslim communities, like in France or Sweden. Do these communities influence the decisions those countries are making?

There are many elements here. First of all, in many European countries you have big Muslim communities, such as in France and in Sweden, also, and other places. And they play an important role in shaping the public opinion of those countries. On top of it, you also have many European countries which have very good economic ties with Arab countries. So, usually when they make decisions, they always take into consideration the Muslim and Arab aspect. Some countries in Europe are also extremely worried that many young Muslims who went now to Syria and Iraq to fight with ISIS will come back to those countries and commit acts of terror. So, there is a kind of wish to please the Muslims and it is done at the expense of Israel. It is a situation in which we feel that we are being sacrificed in favor of those Muslim communities.

In unele tari europene sunt importante comunitati musulmane, ca in Franta, Suedia. Influenteaza aceste comunitati deciziile tarilor respective?

Sunt mai multe elemente aici. În primul rand, în multe ţări europene există comunităţi musulmane importante, cum ar fi Franţa sau Suedia, dar şi în alte locuri. Şi acestea joacă un rol important în modelarea opiniei publice din ţările respective. Dincolo de acest lucru, există şi multe ţări europene care au relaţii economice foarte bune cu ţările arabe. Aşadar, de obicei, atunci când se iau decizii, ele iau în considerare şi aspectul arabo-musulman. Unele ţări din Europa sunt de asemenea extrem de îngrijorate că tinerii musulmani care au plecat şi s-au alăturat acum grupării ISIS din Siria şi Irak se vor întoarce în ţările respective pentru a comite acte de terorism. Astfel, există un fel de dorinţă de a le face pe plac muslmanilor şi acest lucru este făcut în detrimentul Israelului. E o situaţie care ne face să ne simţim sacrificaţi în favoarea comunităţilor musulmane.

Palestinians are interceding unilaterally at the United Nations, they also look to affiliate themselves to other international institutions such as The International Criminal Court in the Hague. What is Israel’s position on this matter?

We are very much against, because it creates a situation which we think will make negotiations extremely difficult and maybe impossible. Because, if the Palestinians will start now a legal warfare against Israel in international courts, we will not be able to talk to them and we will not be able to sit down and talk about compromise and about peace. This is why we tell the Palestinians: “Stop with this unilateral strategy and let’s sit down and negotiate.”

Palestinienii fac demersuri unilaterale la ONU, de asemenea cer afilierea si la alte institutii internationale precum TIP de la Haga. Care este pozitia statului Israel?

Suntem cu totul împotriva acestor demersuri, pentru că dau naştere unei situaţii care, credem noi, va face negocierile extreme de anevoioase, ba chiar imposibile. Pentru că, dacă palestinenii încep acum un război legislativ împotriva Israelului în tribunalele internaţionale, noi nu vom putem discuta cu ei şi nu vom putea să ne aşezăm la masa negocierilor pentru a discuta despre compromis şi despre pace. De aceea, mesajul pe care noi îl transmitem palestinienilor este: „Încetaţi această strategie unilaterală şi haideţi să ne aşezăm la masa tratativelor.”

Is there a connection between the Oslo agreements and what is happening now?

No, there is no connection between the Oslo agreement and what is happening now, the Oslo agreements were based on a dialogue. The Oslo agreements did not succeed because we fell victim to Palestinian terrorism. Whenever there was progress in the Oslo agreements, immediately there would be a wave of terror like the Second Intifada and even before, which would create a situation in which we could not continue negotiating. And we had to use force in order to fight this terrorism. But we want to negotiate and we believe the only way to conduct such negotiations is follow a political track like the Oslo agreements. It doesn’t have to be the Oslo agreements, it can be a new framework, but it has to be a framework for negotiation. And when the Palestinians come with a unilateral strategy, it creates the opposite effect. It means that the Palestinians don’t want to talk, it means that the Palestinians prefer doing their own affairs on their own and try to obtain recognitions and declarations of support in Europe, in the United Nations and other places. But when you think of it, if the Palestinians want to obtain and independent state, then they have to talk to us because we, in this way, we’ll have the key of this independent state for the Palestinians, nobody else. The Swedish Parliament can say whatever they want or the Luxembourgish Parliament can say whatever they want, but it will not change anything on the ground. Change on the ground only with Israel.

Este vreo legatura intre intentiile acordurilor de la Oslo si ceea ce se intampla acum?

Nu, nu este nici o legatură între acordurile de la Oslo și ceea ce se întâmplă acum, pentru că acestea se bazau pe dialog. Acordurile de la Oslo nu au avut succes pentru că noi am căzut victimă terorismului palestinian. Cum se înregistra un mic progres în cadrul acestor acorduri, se declanşa imediat un val de terorism, cum a fost la cea de-a doua Intifadă, dar chiar şi mai înainte, fapt ce făcea imposibilă continuarea negocierilor. Şi a fost nevoie să folosim forţa pentru a contracara aceste acte de terorism. Dar ne dorim să putem negocia şi considerăm că singurul mod de a purta astfel de tratative este să urmăm un model politic precum acordurile de la Oslo. Nu e neapărat necesar să fie aceste acorduri, poate fi o nouă schemă, dar o schemă care să facă posibilă negocierea. Iar în momentul în care palestinienii vin cu această strategie unilaterală, se creează efectul opus: înseamnă că ei nu vor să poarte discuţii, înseamnă că palestinienii vor să-şi rezolve problemele singuri şi încearcă să obţină acreditări şi declaraţii de susţinere în Europa, la ONU şi în alte locuri. Dar dacă ne gândim mai bine, dacă palestinienii vor să obţină recunoaşterea unui stat independent, ei vor trebui să discute cu noi, pentru că numai Israelul va putea veni cu o soluţie la această problemă, nimeni altcineva. Parlamentul suedez poate spune ce doreşte, la fel şi Parlamentul luxemburghez, dar asta nu aduce nici o schimbare la faţa locului, în teren. Schimbarea în teren nu se poate face decât cu ajutorul Israelului.

Regarding the situation in the region. There are challenges coming from the North, coming from the South or from the Mediterranean and the Sinai Peninsula. What would the diplomatic horizon be?

We are in a complex situation and in a very complex neighborhood. Wherever you look around Israel you see big problems. Some of them are a consequence of the Arab Spring and of the disintegration of states that we have known here in the region like Syria and Iraq; and some of them are also part of the Iranians and the way Iran uses local organizations in order to fight against Israel, like Hamas and like Hezbollah in Lebanon. So, all of this creates a situation of many dangers, this is like a very turbulent sea and we have to be very careful to protect ourselves against all of those dangers. In parallel, there are also many opportunities, because we are not alone in this situation, there are also moderate countries in the region like Egypt, like Jordan and they also want stability and peace and they do not want to fall victim to this wave of extreme Islamism. So, we believe that together with other countries with the same state of mind we can create a kind of a coalition, a kind of a platform which will be extremely useful for stability and hopefully also for peace.

In legatura cu situatia regionala. Sint provocari care vin de la nord si sud, din est ori dinspre Mediterana si Sinai. Care ar fi perspectiva diplomatica?

Ne aflăm într-o situaţie foarte complexă şi într-o zonă foarte complicată. Oriunde priveşti în jurul Israelului, întâlneşti probleme majore. O parte dintre ele sunt o consecinţă a Primăverii Arabe, a dezintegrării statelor pe care le ştiam aici în regiune cum ar fi Siria sau Irakul; iar altele sunt cauzate de iranieni şi de felul în care Iranul se foloseşte de organizaţiile regionale pentru a lupta împotriva Israelului, cum ar fi Hamas-ul sau Hezbollah-ul din Liban. Astfel, toate aceste lucruri descriu o stare de fapt foarte periculoasă, este exact ca o mare agitată şi trebuie să fim foarte atenţi pentru a ne putea feri de aceste pericole. În paralel, există şi multe oportunităţi, pentru că nu suntem singurii în această situaţie; sunt şi ţări moderate în zonă, cum ar fi Egiptul sau Iordania, care caută stabilitatea şi pacea şi nu vor să cadă victimă acestui val de islamism extrem. Aşadar, considerăm că împreună cu alte state care au aceeaşi viziune putem crea un gen de coaliţie, un gen de paltformă care poate fi extrem de utilă pentru asigurarea stabilităţii şi, să sperăm, şi a păcii.
