Madrid accepted Romania’s proposal to create a tribunal to try the terrorism

Spain accepted Romania’s proposal to create an international tribunal to try the terrorism, since July. Foreign Minister, Jose Manuel Garcia Margallo, mentioned its importance during his speech in New York during the Global Forum against Terrorism. Spain, which will hold the presidency of the Security Council starting October, considers that the Forum is a very useful and effective instrument of international cooperation in countering terrorism. Especially the involvement of victims in reporting terrorist actions is fundamental – emphasized Garcia Margallo – so speeches that justify violence can be combated. Currently, the International Criminal Court, which is not recognized by all states, including China and Israel, does not judge terrorism. Romania’s position, which proposed in 1926 for the first time criminalizing terrorism, is for setting up the court through a Security Council resolution, after the model of the courts set up for Rwanda and former Yugoslavia.
